Overview
The Electric Vehicles Initiative (EVI) is a multi-government policy forum dedicated to accelerating the introduction and adoption of electric vehicles worldwide. In 2010, EVI was one of several initiatives launched under the CEM.
Electrifying the global vehicle fleet is a key component of the CEM's goal of enhancing the use of clean energy. Vehicle electrification makes transportation more energy efficient, reduces greenhouse gas emissions and oil dependence, and improves local air quality. Electric vehicle charging could also act as distributed energy storage in support of integrating renewable energy into grid and off-grid energy systems.
Key Accomplishments
The Electric Vehicles Initiative has recently completed the following activities:
- Released the 2018 and 2017 Global EV Outlook (GEVO).
- Launched the Pilot City Programme at the ninth Clean Energy Ministerial in Copenhagen, which will be coordinated by a joint secretariat of the China Society of Automotive Engineers - Shanghai International Automobile City as well as the International Energy Agency.
- Convened a one-day knowledge-sharing workshop on the development of batteries for electric mobility (7 March 2018).
- Released and presented the Nordic EV Outlook (NEVO) with the Nordic Energy Research Council.
The Electric Vehicles Initiative is also in the process of completing a major project aimed at facilitating policy adoption on electric mobility, working with the Global Environment Facility (GEF) and UN Environment, as well as other partners. It is also exploring opportunities for greater private sector engagement, with encouraging signs demonstrated by increased participation of private sector stakeholders in the EVI advisory board meetings.
Looking ahead, the Electric Vehicles Initiative will:
- Continue to reach out to countries for new membership and private sector participation.
- Seek to implement its vision to further develop EVI through an expanded program of work in 2018 and beyond, with continued annual financial support from participating countries, complementary funding from philanthropy organizations, and co-funding from the private sector.
- Actively work to link its activities with the opportunities arising from the work being developed with GEF, UN Environment, and other partners, mainly focusing on developing and emerging economies.
Goals
Some of the key goals of the Clean Energy Ministerial's Electric Vehicles Initiative include:
- Strengthening the understanding of the opportunities offered by electric mobility to meet multiple policy goals.
- Improving awareness of the drivers of EV deployment, supporting country-level policy and regulatory implementation.
- Outlining a vision for the future development of electric mobility, building consensus on major policy goals, as demonstrated by the EV30@30 Campaign, and benchmarking success against them.
- Bolstering policy action and improving the visibility of national policy efforts in publications such as the Global EV Outlook series.
- Mobilizing targeted policy action and strengthening the impact of specific measures. For example, the government fleet declaration, signed in November 2016 by eight countries – Canada, China, France, Japan, Norway, Sweden, the United Kingdom, and the United States – strengthened the impact of national pledges to increase the share of electric vehicles in their government fleets.
- Accelerating the geographical coverage of policy deployment on electric mobility through capacity building and sharing knowledge and experiences, accelerating learning.
Key Activities
- Thought leadership studies such as the Global EV Outlook series, Nordic EV Outlook 2018, and the EV City Casebook.
- Regular advisory board meetings, providing networking opportunities.
- Fostering information exchange workshops, meeting and events amongst participating countries, observers and partners, including private sector stakeholders.
- Cooperating with a wide range of partners, including the IEA Hybrid and Electric Vehicle Technology Collaboration Programme, private sector stakeholders, UN bodies (such as UN Environment, UNIDO and UN-Habitat), the Global Environment Facility, NGOs and foundations.
- Fostering information exchange through roundtables and other major events, primarily in conjunction with CEM meetings.
- Developing networking platforms (such as the Pilot City Programme) to facilitate exchanges and networking between relevant stakeholders also at the level of local administrations. A joint secretariat has been established between China Society of Automotive Engineers - Shanghai International Automobile City and the International Energy Agency to support municipal governments with the implementation challenges related to EVs, including urban planning, infrastructure and charging technology, mass transit, and mobility as a service.
